LISD to do more work on rezoning plan

Published: Tuesday, March 19, 2013 2:56 AM CDT
Members of the Lewisville ISD Board of Trustees said multiple times Monday night that there is no perfect solution when rezoning the Flower Mound High School feeder schools.

But they hope one more meeting will at least get the plan close.

The board has decided to have another work session March 28 to look at more options on how to balance the student population at Shadow Ridge and McKamy middle schools, which school officials say are overcrowded, as well as Forestwood Middle School, which they say is underutilized.

Board members discussed the plan Monday after hearing more than 25 residents give their input for the plan. Nearly everyone who spoke at the meeting was against the proposal.

The current proposal is available at www.lisd.net.

Many parents and students from Garden Ridge Elementary School were opposed to the plan, which calls for those students to be rezoned to Forestwood instead of keeping them at Shadow Ridge.

"Garden Ridge is not the problem," said Shelly Koonce, a parent of a student at Garden Ridge and a student at Shadow Ridge. "You would still have 1,000 students at McKamy. All this does is move Garden Ridge students back and forth. And I feel like we would be doing this again in four years."

Several parents said if the rezoning does take place, they wanted the option for sixth- and seventh-grade students to be grandfathered in, meaning they would have the choice of attending Forestwood or staying at Shadow Ridge. Under a district policy, eighth-graders can be grandfathered in, as well as their siblings.

Several board members appeared to lean toward the plan to extend the grandfather option. Though Board President Carol Kyer said allowing only eighth-graders and their siblings to be grandfathered in would address the student population issue quicker.

"It just depends on how quickly we want to move forward," Kyer said.

But many of the same parents also requested that the district provide transportation to those students who are grandfathered in. The district doesn't allow students who opt to remain at the school to receive bus services.

Board members didn't appear to want that to change.

"We would have to continue to grant that everywhere in the district, and that's just not feasible," said Board Member Julie Foughty.

Another one of the concerns from the crowd was the plan to rezone the Lake Forest II North subdivision, which is located at the northeast intersection of FM 3040 and Old Settlers Road, to Shadow Ridge Middle School.

"The current proposal has us going to Shadow Ridge when we're one-tenth of a mile from McKamy," said parent Troy Chadwell. "It makes no sense to go two miles to Shadow Ridge when we're right across the street from our school."

Board member Brenda Latham agreed.

"I'm still struggling with [Lake Forest II North] being right there to where they can pick up a rock and throw it [to McKamy]," Latham said.

Kyer also suggested leaving the neighborhood located at the southeast intersection of FM 1171 and FM 2499 in the Forest Vista Elementary zone instead of sending those students to Donald Elementary, as the plan calls for.

The board is expected to vote on the proposal April 8.
